Studying in Australia from Tanzania? The proposed end of the graduate visa, explained
News · 2026-10-06 · 4 min read

Start with the numbers, because they explain why this proposal is making news. Temporary graduate visas stand at 271,200 and, under a plan released on 6 October 2026, would fall to just 10,000 by 2031-32. New international student commencements would be cut to 240,000 against a current planning level of 295,000. That is the Opposition's proposal, not the law, and the rules a student in Dar es Salaam or Arusha applies under today have not changed.
Who is proposing it, and when would it apply?
The federal Opposition, the Liberal and National Coalition, would make these changes only if it wins government and then legislates or changes the rules. The plan is part of a package to cut net overseas migration to 100,000 for the first two years of a Coalition government and up to 160,000 in year four, with major cuts to international student, bridging and temporary protection visas, and humanitarian places halved.
The graduate visa piece
Graduates who wanted to stay in Australia would have to return home and apply for a separate temporary visa. A four-year transitional phase would run before abolition. Some graduates working in priority areas such as health and education, and in some regional areas, would be allowed to stay. The Government says this year's commencements are heading towards 250,000.
The reasoning, and the pushback
Its authors say post-study work rights have been marketed as a road to permanent residence or citizenship rather than as part of an education. The peak body for universities, and the Government, strongly disagree. The Government said the plan would make Australia a less attractive choice, stop the country selecting the brightest skilled graduates and hurt Australian employers and industry, and noted that international education is the fourth biggest export. The universities' body warned of lasting damage and reduced competitiveness.
The side letter with India
Some critics point to Australia's trade agreement with India. A side letter from April 2022 commits Australia to keep temporary post-study stay options of up to 18 months for trade or diploma graduates, up to two years for bachelor graduates, up to three years for STEM bachelor graduates and master's graduates, and up to four years for doctoral graduates. India is the second largest source of international students, after China. The Coalition says its commitments are to temporary pathways for some students for short periods and that the choice of visas is Australia's.
Turning the news into a plan
- Write down what you want from study: a qualification, work experience, or a route into a profession.
- Check whether the course leads there under today's rules on the official visa pages.
- Collect your NECTA results, VETA certificates and transcripts. Remember that a local qualification never automatically equals an Australian licence or registration.
- Ask for a police clearance from the Tanzania Police Force early if a visa or employer may require it.
- Present your skills clearly with a verified profile such as Talent Tabloid, and browse the current job listings.
Common mistakes to watch for
One is acting on a headline without reading who made the proposal. Another is assuming every graduate would be affected in the same way when the plan lists exceptions. Others include paying a provider quickly because of "last-minute" claims, or choosing an adviser without checking a register. For Australia, look for a MARA registration, and for New Zealand a licensed immigration adviser or lawfully exempt person. Under the plan, some graduates working in priority areas such as health and education, and in some regional areas.
Why did the Government criticise the plan?
It said removing the visa would make Australia a less attractive choice and hurt employers.
