Choosing your first Australian course: new limits on switching and a crackdown on bad advice
News · 2026-10-06 · 4 min read

An applicant in Dar es Salaam or Arusha looking at an Australian college usually asks: if I do not like the course, can I swap? Following the Australian Government's announcement of 2 October 2026, the honest answer is that swapping is becoming a formal visa matter, and that the choice you make at the start deserves far more weight than it used to.
What was announced
The announcement had two halves. The first covers students, the second covers advisers.
For students
A student who wants to switch to a different course will need to apply for a separate visa. That adds to a rule announced earlier that stops students transferring to a lower-level course, for instance from a bachelor's or master's degree to a vocational program. In the meantime, before the new arrangement starts, no transfer is possible within 12 months of beginning a course. And from 1 July 2027, a student's visa will not be extended because the student is transferring into a different course.
For advisers
The government proposes to stop agents assisting with an application that they know, or reasonably ought to know, has no reasonable factual or legal basis. Home Affairs will consult on how migration lawyers can be held to account for similar poor practice.
Reading the policy behind the rules
The government describes the goal as preventing a temporary stay from becoming years of moving between visas. It forms part of a larger package aiming to reduce net overseas migration from almost 300,000 a year to 225,000 by 2028, and it is done through rules, not new legislation. More than 400,000 people hold bridging visas, which are temporary visas granted while a decision on another application is pending. Many are international students applying for a different visa. What this means in practice
| Situation | What to expect |
|---|---|
| Early in your first course | No transfer within 12 months of starting, until the new arrangement begins. |
| Wanting a lower-level course | Blocked by the earlier rule, so do not plan on stepping down. |
| Planning a move after 1 July 2027 | The transfer will not be a reason for extending your visa. |
| Meeting an adviser | Expect honest advice, and be wary of certainty about outcomes. |
Where applicants go wrong
Common mistakes tend to follow the same pattern. People pick the cheapest course to get in and plan to change later. They rely on promises from an online advertiser rather than checking a register. They forget that NECTA results and VETA certificates need to be matched against the requirements of the course and, later, the profession; they do not stand in for an Australian licence by themselves. Others sign documents without a written explanation of costs. A better approach is to compare courses against where you want to work, using the jobs listed here as a guide to what employers ask for, and to read how the wider migration overhaul affects students bringing family.
Picking someone to guide your application
For Australia, the Register of Migration Agents lets you confirm a MARA registration at the official register. For New Zealand, look for a licensed immigration adviser or a lawfully exempt person. The government's own concern is a small number of bad actors who rely on misleading claims, false promises and unrealistic assurances. Examples it gave were applications lodged purely so they would be refused and appealed, and online advertising that coached people to make false protection claims. Honest professionals will tell you if a case is weak.
Your questions, answered
Will I need a new visa every time I change course?
Under the announced approach, a transfer to a different course will need a separate visa application. For the family side, see student visa rules and family plans. Check the official Student visa page for current conditions.
Why is there a 12-month wait?
It applies until the new arrangement starts. During that time a student cannot transfer within 12 months of beginning a course.
Does my qualification from Tanzania automatically count in Australia?
No. A local certificate never automatically equals an Australian licence, skills assessment or registration. Ask the relevant body what it needs.
Where can I get help describing my skills?
A clear CV helps whichever route you take; Build AI CV can help you set one out.
